2007 Emission Standards

On December 21, 2000 the U.S. Environmental Protection Agency (EPA) signed emission standards for model year 2007 and later heavy-duty highway engines.  The California Air Resources Board (ARB) adopted virtually identical 2007 heavy-duty engine standards in October 2001, and Environment Canada has also adopted EPA standards.

The rule includes two components:
  1. emission standards, and
  2. diesel fuel regulation.
The first component of the regulation introduces new, very stringent emission standards, as follows:
  • Particulate Matter (PM) — 0.01 g/bhp-hr
  • Oxides of Nitrogen (NOx) — 0.20 g/bhp-hr
  • Non Methane Hydrocarbons (NMHC) — 0.14 g/bhp-hr

The PM emission standard will take full effect in the 2007 heavy-duty engine model year.  The NOx and NMHC standards will be phased in for heavy-duty engines between 2007 and 2010.  The phase-in would be on a percent-of-sales basis: 50% from 2007 to 2009 and 100% in 2010.

The diesel fuel regulation limits the sulfur content in on-highway diesel fuel to 15 ppm (wt.), down from the previous 500 ppm.  Refiners were required to start producing the 15 ppm low sulfur fuel beginning June 1, 2006.  At the terminal level, highway diesel fuel sold as low sulfur fuel was required to meet the 15 ppm sulfur standard as of July 15, 2006.  For retail stations and wholesale purchasers, highway diesel fuel sold as low sulfur fuel has had to meet the 15 ppm sulfur standard since September 1, 2006.

There are no changes to natural gas or propane fuel specifications.




Cummins Westport Engine Availability

In January 2007, the entire current product line will be certified 2007 U.S. EPA compliant.

Since 2001, all Cummins Westport engines have met the U.S. EPA 2007 regulation of Particulate Matter (PM) with an oxidation catalyst.

In the second quarter of 2007, the ISL G engine, certified to U.S. EPA 2010 emissions levels (0.2g/bhp-hr NOx), will be introduced to the North American market.

C Gas Plus and L Gas Plus engines will be phased out of North America as comparable ISL G ratings are released through 2007.

The 2007 U.S. EPA certified B Gas Plus and B LPG Plus engines will continue to be available in 2007 and beyond.

For markets outside of North America, the EURO 5 / EEV (Environmentally Enhanced Vehicle) certified ISL G will be introduced in the first quarter of 2008.

The C Gas Plus engine certified to EURO 3 and EURO 4, B Gas Plus engine certified to EURO 3 and EURO 5 / EEV, and B Gas International engine certified to EURO 3 will continue to be available in 2007 and beyond.
